Observation Checklist | Allow Admin role to review and approve

Many Admin roles are also the reviewer of an Observation Checklist. Need to allow them to review and approve without changing to the Reviewer experience. Could also make this feature selectable on role permissions set up.

Option to add Supervisor to Observation Checklist's "Ready for Review" notification.

We do not utilize the Ready for Review notification option because it may only be sent to Reviewers. We would prefer to be able to only send it to the Supervisor.

Observation Checklists | Mark overall Comments as Mandatory

The "Comments" section at the end of an Observation Checklist should have a toggle to be marked Mandatory.
