Add Re-Enroll Users option to Enrollment Screen

Allow me to select an option to enable reenrollment while on then enrollment screen rather than go to the ENROLLMENT and then REENROLLMENT.

    The current video has example of the current location for the "re-enrollment" Icon. The second video is example of our Request for "re-enrollment" button. It would be ideal to have it located in more spots.
