Group Hierarchy

We have to use Groups for assigning Administrative rights because we don't have Department Hierarchies, and won't add Department hierarchies. We assign Admin rights to the manager to admin their direct reports. Managers don't manage departments, but teams.

When a Course Creator assigns Group Visibility, they can only assign it to the group which they admin, but we need them to be able to assign all groups for which their leaders admin. Therefore, we need the ability to create Parent Groups that contain Child Groups and would then assign the Course Creator as the Parent Group Admin, so that hopefully they could assign visibility for all groups within the parent group.
