Course Evaluation Add Toggle Required/Optional for each question Merged

Even if the Course Evaluation is required for course completion, it is not possible to make any of the questions in the evaluation required. So, learners can submit the evaluations with no answers - defeating the purpose of making it required.

We would like to have Course Evaluation questions be mandatory at the question level; not just the evaluation as a whole.
