The enrollment rules option of All Learners should be limited on the auto enrollment to only those learners that are available to the admin based on their department acccess. I can see the need for All Learners (truly all learners) for self enrollment and manager enrollment but need another option for auto enroll. Also, it would be helpful if we can turn off persons for All Learners for self enroll only versus all or none for the the three areas. We want our admins to be able to do All Learners for self and manager but not for auto.
