Currently, if running a User Enrollment Report or Learner Progress Report, all course statuses are included. However, since a user cannot complete Inactive courses, they will only be able to increase their training compliance to some amount less than 100%. From a performance management standpoint, it's difficult to know if my employees are compliant with outstanding training or if I need to ask them to complete more of their courses. One person may be limited to 78% because of Inactive courses and thus unable to be 100% compliant, while someone else may be 90% compliant, but without any Inactive courses, meaning they could be 100%. I'm more likely to say something to the 78% employee, but really it's the 90% employee who has the ability act upon my feedback.
