Although I understand that it's important to prevent learners from compromising the data integrity of the system, it's very common in Europe and Latin America to have first and last names with special characters. If those learners are added in bulk via a CSV import, all those characters end up broken.
Hence I'd like to see the implementation of a permission level that allows learners to edit their first and last names. If admins are tasked with that, it can be very tedious – especially if their own keyboards are not configured to support certain special characters.
