The quiz/question bank option allows more options for evaluating a course, but it doesn't allow the user to submit their feedback anonymously.
I hear this just about every time I bring up course evaluations. Admins want to be able to gain feedback on their instructors to gauge how well they're doing, but without the evaluations being anonymous, they know users won't give honest feedback.
We do not use it specifically for this reason.
