Not sure the best way to describe it via the heading however here's my idea.
When creating a filter, or also selecting groups to share rep[orts, as two examples, when expanding to the selections, the "save" or "add filter" buttons are covered up by the information and it's not intuitively easy to hide the selections to access these buttons. Save/Add Filter could either be always visible or make it easier and more obvious to close the selections. It really feels like it's broken, or the design of that feature is incomplete.
