It would be great if we could add a report to see who has downloaded what resources so if someone if about to resign from the business, you can see what manuals and training resources they have downloaded. This is vital for a company to make sure departing staff are not stealing company content.
Setting up this report as a log (similar to the login report) would be beneficial to support the scenario which Anna described.

While it is not possible to report on users who downloaded resources specifically the Resource Tracking function on the Global Resources report does enable you to see when a given user accessed a resource, for the use-case you outlined you may be able to correlate their departure date to a series of events when they accessed sensitive documents.
If reporting is needed for resources, we host them as course or lesson content. You can report on course completions, which will deliver a list of those who have accessed the content.
