Recurring custom messages on Portal level

The ability to set up recurring custom messages in the LMS, that would get sent out to user types specified by client. Also, include the ability to set up these recurring custom messages based on date hired.

Example: Client would like each user to get the custom message every year during their hire anniversary. So, the system should have an option to send out to users, based on their hired date in the LMS.

This could help strengthen the client-user (admin-learner) engagement and overall experience, so it is not so impersonal.
