When scrolling or fast fowarding through videos is restricted to force learners to go through the entire video...once they complete the entire video, they should be able to come back and fast foward through it the next time. Currently, once they complete it, they are forced do do it again if they have to go back and reference something. This requirement to not fast forward should be only for the first time, or if the course settings are reset due to failure.
