For observation checklists, once a reviewer has submitted a review, there is no history or data for them to look back on or verify they've done. A fourth tab of "Completed" would be a great addition to Not Ready, Ready to Review and In progress.
For more control, it could be that all reviews are put into the complete section but there are options to control what the reviewer sees, like the learner.
