Currently, there is a system-wide notification available when an admin approves a course upload. It would be beneficial to have this attached at the course level when there is a course upload on a course so that it can be done more discretely rather than system wide. Sometimes our course uploads are homework, and when learners don't know it's approved, they can't move forward with the self-paced course. Sometimes though it's just proof of training. Opting into it for ALL courses would create a lot of unnecessary email traffic from the system (diluting the impact of the important ones!) but being able to choose at the course level would give more control and direction for learners in certain instances.
