would like to have a ILC which is a one-off for a learner but offer multiple sessions. If I use the recurring class functionality, the learner has to attend all the repeated sessions. There is no shortcut to do this and I need to manually set every session by hand ... its very boring and easy to get wrong

This would be perfect. We have "office hours" and other similar ILC items that repeat monthly and I'd like my instructors to be able to just set a "standing meeting" time. You could then edit an individual session if it needs to be rescheduled, or edit the recurrence, similar to Calendar items.
