Observation Checklists: If Course is completed, don't show user.
I just loaded a bunch of trainings and marked several users as "Complete", but the Reviewer is still seeing them as "Not Ready" in the Reviewer Experience. If the course is complete, the employee shouldn't even show up in the Reviewer Experience!
I found this same issue when a user is re-enrolled into a course or the checklist is updated while a user is enrolled. They have multiple checklists for the same course.
