When using a saved template, the template automatically saves the course or user that was selected when the template was made. Upon reviewing a course/user, selecting a template will change which course or user you are looking at. Instead, It would be less confusing for the template to appear with the current course/user selected, without a course/user selected, or offer the ability to create a template without selecting a course/user.
