This currently exists. This is how we use the system. You just have to go to Edit the User. Then click the admin button. Select the department you want them to be able to see. Then under Role you create or use the one that is Reporter. This only gives them the ability to view transcripts/print them, print certificates, and run reports. There is literally nothing else they can do with the reporter role.
It is imperative for our company to allow managers the ability to download the certificates and transcripts of their direct reports. There is even a download button under the certificates tab for each user, but when clicking download the permission is denied as there is only "view" permission available.
