Currently when an admin is sending out the enrollment key instructions message, the message template uses the {{{LmsLink}}} dynamic field. However this field ends up pulling in the URL based on where the admin is logged into, instead of the default/primary or department-specific URL.
The {{{LmsLink}}} field should either use the primary URL (for users that have not signed up yet) or a department specific URL if there is one that matches the end-user’s department.
