Enhance the competency framework with direct assignment and selection of levels

As part of my work to develop training for learners to achieve industry certification, I am trying to set up competencies in Absorb in a way that matches the structure of competencies as laid out by the certifying agency. Absorb currently only allows for a static and uniform application of levels.

Some competencies apply to all levels of certification (e.g. it may deal with the same process, but higher levels of certification will involve more technical knowledge). Other competencies are relevant only for higher levels (e.g. lower certification levels would not be allowed to operate certain machinery, and so do not need to be assessed).

My proposed solution is to allow users the ability to select which levels are applicable to specific competencies. This could be set through bulk selection, or individually when creating or editing the competency. It does not need to be a default option, but something that could be toggled by the administrator or by Absorb.

This would radically simplify the tailoring of courses or lessons for specific levels of certification. It would also make it easier to evaluate the competency of learners according to the appropriate level of certification they are seeking.
