When creating a filter, or even when setting sharing schedules on reports, the UX or UI needs to make it easier to save the new things. Currently, in my experience, I set the parameters, but the "save" button is hidden unless you click a small region behind the front layer. Bring the save button to the front, or expand the background object so that its' not hidden.
