I want a simple way to build a stand-alone informational web page (with images, text, videos) that can be directly linked to a single billboard click... without (1) needing to use an external website or (2) enroll in a course to see it.
Functionality should be as follows:
User clicks billboard image
User is presented with a stand alone "web page" with whatever content the author wants to include. No need to enroll, open a new browser window, or visit an external website.

Yes, it is very difficult to create a meaningful learning journey without these. Just stale hard looking learning objects with dry text if you are lucky.
Even if this was an added as part of Engage so it's not a general feature.
