My idea is to increase the number of mandatory courses that appear in the Mandatory Courses carousel on the learner experience.
"I have had it confirmed that the reason we aren't seeing this is because the ribbon lists a maximum of 20 courses, which is why it isn't showing for this user."
Learners may have more than 20 courses that they are required to complete and so the 20 maximum is a limitation. I suggest removing the limit or doubling the maximum as a start.
