If there is an upload required for a course, the course should show "resume" until an assignment/handout was successfully uploaded (or successfully approved by Course Instructor, if required) it appears that right now, a course shows as completed only if a course is opened/read through, not actually completed, so this has been throwing some people off. We apologize for not getting to this idea sooner, we are currently making a concerted effort to work through our ideas backlog and we hope you will see response times improve in coming months.
We believe that we may have found a workaround that will partially meet some of your requirements and will include the details below. We will also make an internal note for our product team so they can follow up on this idea and give you an indication of if the idea is likely or unlikely to be delivered.
Currently the status of the online course will remain as 'start', if there is only a course upload as part of the course, and when submitted the course will move to 'complete'. If you would like 'resume', some administrators like to add a 'task' learning object (which is 'scored' and to trigger a message notification), to both prompt the user to the course upload and to also have the course set to a status of 'resume' until the task has been marked as complete with the upload.
