Create Role for Adding Global Resources

It would be great if the the ability to add global resources was separated out from the "Modify" Role. This would allow department level admins to add global resources for their department but not modify resources outside their department.

Deselect Users After Taking Action

When you select a user and then edit them, or view their transcript in the admin view, it would be preferable to have them deselected when you come back to the main user view. It is an extra click to deselect them each time.

Include "Date edited" in course enrolment rules

Would be good if course enrolment rules could filter by "Date edited" such as for cases where existing accounts that get updated after a certain date could then be automatically enrolled in a course.
