Disable Merge Function for Certain Admin

It would be great if we could disable the merge function for some of our stakeholder administrators (but keep the ability to add and modify users) as this action is permanent and not always thought through beforehand.

Option to add Supervisor to Observation Checklist's "Ready for Review" notification.

We do not utilize the Ready for Review notification option because it may only be sent to Reviewers. We would prefer to be able to only send it to the Supervisor.

Add "Stop Impersonating" ribbon to EVERY PAGE

It is super annoying to have to navigate back to a page that has that ribbon in order to stop impersonating someone. If "Impersonation" is on, that ribbon should show on every page.
