I would like to be able to edit the Template (learner dashboard) visibility so we can scale the release of new versions of our Learner dashboard designs. If not, allow choosing which department to inherit from.

completion percentage on reports

On all reports if you were to add the number of "completed" percentage for the report. Example 327 people out of 414 total enrolled were marked completed. The report should show "completed % 78.9%".
