I believe there needs to be a feature that would allow the unlocking of a part of a course after completing another part.
The closest thing I see is an option to add prerequisites for courses, However, this option only allows the selection of another course only (and not a part within itself). It would seem that I would have to create more courses for this idea to work which only causes more to manage.
This feature should be expanded to allow the selection of course learning objects, course chapters and course resources. And/or should be included in other course areas such as course chapters/learning objects, and resources.
The idea is to be able to set up a course with various course learning objects/chapters and/or resources. Once a part has been completed it would unlock another learning object/chapter or resource.
Prerequisites rules should be added to learning object options, to course resource options, and syllabus chapter options to allow the possibility of a "if this is complete, then unlock that" type of function to create a more unique and improved learning experience.

I have not tried that, but you're right. That would work well for what I'm trying to do. However, it may still be nice to have more control over this if multiple learning objects need to be unlocked instead of in a 1 by 1 sequential order.

First I am assuming we are talking about an on-line course. If so I was just wondering if you have tried the "All lessons, in order by chapter" setting? Using this setting it would mean Learners would need to finish the lessons (Learning objects in your example) in sequential order, by the chapter order laid out in the course, to complete the Course. So I am thinking it could meet your needs by requiring your Learners to take a series of Learning Objects in a specific order within the first chapter before allowing them to go to the next chapter and all of its Learning objects.
