It's unfortunate that the EDIT enrollment page is governed by MODIFY enrollments as it contains important data that should be viewable without the ability to modify it. Viewing the "edit page" should be permissible without the ability to modify it, or otherwise from the User Enrollments report, add a button for DETAILS when selecting a course similar to the assessment data and leave the editing functions alone in the EDIT enrollment button.
