System Admin permissions span should inlcude access to the "Instructor" and "Admin" toggle on the Account page for Learners as long as they have access to modify the User Account Page. Currently, the only System Admin granted access to view Users Account page "Instructor" or "Admin" toggle must have User Management "All" which does not meet the needs of System Admins with permissions to view Users within specific Parent companies with "Group" Role designation. System Admins with Department permissions should also have access to any user in a Group that is included in their authorized Parent or Sub Department.
