Locked Department - Enrollment Rules vs. Visibility (in Reporting) Rules

First some backstory, we have a curriculum with 15 courses. Think of a book with 15 chapters. There are pre-reqs to the book. We have applied the 'Locked Department' to the 15 chapters of the book to prevent the Supervisors from enrolling users into the one of the 15 courses; therefore bypassing the pre-reqs.

Locked Department for a course will restrict the visibility in the 'Enroll User' function and in Reporting to users not in the locked department.

I've had requests to be able to see where the users are in the curriculum from their supervisors. The supervisors can report on the Curriculum, but do not have the visibilty to see parts of the curriculum.
