Allowing Admins to manage both Departments & Groups.

Have an option so that Admins are able to manage both groups & departments simultaneously. Right now Admins either manage All, Departments, or Groups. But they cant manage both departments and groups. For example I have an Admin thats only allowed to manage certain departments, but I also want this Admin to be able to see a Group of users assigned to her, but don't want this Admin to see other Groups belonging to other Admins...
