Add scheduled publish dates to Billboard Merged

Billboards are a great way to promote certain courses or info. At present, you can select Publish/Not published manually. It would be amazing if we could schedule Billboards to appear on a certain date or for a certain time frame, in the same way Featured courses can. This would allow us to plan in advance and ensure content goes out at the right time without the need for manual intervention to launch.
