Any department should be able to have a custom public dashboard, regardless of the department(s) above them having a template or public dashboard.
Current template requirements per Absorb support:
Any department can have a template regardless of the department(s) above them having a template.
Within their template, any department can have a custom private dashboard, regardless of the department(s) above them having a template or private dashboard.
A department cannot have a custom public dashboard within their template unless all departments above them have a template with a custom public dashboard.
My idea is to continue the same rules for bullets 1 and 2 to bullet 3. This would change bullet 3 to read like this.

I have a situation where a department needs a custom public dashboard, but there is no reason for me to create one for the departments above it.
Department Structure: All > Sales Rep > 2022 > Client XX
Client XX has a custom subdomain for the LMS and would like to have a public dashboard with a welcome message, logo, and hyperlinks to custom cart filters.
"All" already has public dashboard enabled.
There is no reason for me to create a template and enable a public dashboard for the sales rep or 2022.
