For the instructional designers working with SMEs and content team a checklist to go over all the considerations of what it takes to setup up a course would be super helpful. The stakeholders do not understand the level of detail and logic it takes to set up courses. It takes a lot to teach people how to think beyond 2D linear design. A way to document a course and curriculum setup and build would be really helpful tool to plan things way before anything gets added to the LMS itself.
