Allow ability to re-arrange custom fields when adding a new one.

We used to be able to re-arrange the custom fields so that ones that are similar were together. It helps when adding new users in manually to make sure all of the custom fields are marked appropriately. Just add a drag and move feature similar to when you are adding questions to an assessment or survey.
