Add Inactive Users to Groups and Enroll in Courses
Allow the addition of inactive users to groups and enroll in courses, so that when the user is activated all other admin work is complete. This will allow admin work to be done in bulk before the user is activated.

in some cases the results of training data is critical to other programs (processes, certifications, etc.) but the users are not active in this new platform. This become very apparent when you bring historical data over from a previous platform. Especially when trying to maximize the use of Absorb to have all new and historical data in one place (for reporting purposes as well) and have groups admins be able to access the history data. then allow the option to merge contacts to a new platform sign in to reduce duplicates in the system
