Prior to the release of the new admin experience, when adding a piece of content to the Global Resources, you could create new tags if they didn't already exist. This functionality has been removed and you now need to go to the 'Tags' area to create the tag before you can add it to your Global Resource. This greatly increases the complexity of the workflow and the time it takes to complete. Please re-add this functionality.
