Scheduled Reports only generate is there is new onformation added

Instead of receiving scheduled reports every day, regardless of new information, you only recieve them when there IS new information. Then you know when you need to review them.

    Hi Majesty.

    I have a report for any comments added in Collaborations. The report includes all comments that have ever been added. I would like only comments added since the last report was run to be included. Additionally, I would like to not receive an email with a scheduled report at all if no new comments were added.

    New users enrolled in XYZ course since yesterday. Users who completed the ABC course in the last week. If zero users enrolled, skip the report being sent.
