Give designer or viewer access based on admin role

As a franchise organization, we can identify our franchisees based on admin role, but not on departments or groups, because they are each in their own department. It would be so much more efficient to be able to grant all our franchisees viewing status of a report at once, by choosing the role. Currently, we have to assign them access manually one at a time.
