Currently the new file manager only stores images associated with courses. We have a need to add images to messages and the way it currently functions, I have to re-upload the same image each time I want to add a to message template/custom message. As a file manager, I would expect it to store the images I upload and then allow me (and others) to access it for future use. Without this, it's a lot of extra work to upload each time AND doesn't support consistency across multiple people as we all should be using the same image, but everyone is uploading their own.
