We have a survey within that course that asks questions about the resource, and then has an open-ended question in which learners can input a link to the resource. But, if learners have files they would like to upload, we also want to include the course upload option. However, the upload should be optional since some learners may only paste a link within the survey, while others may upload a file. We don't want learners to remain "Incomplete" in the course if they don't do a course upload.
