I'm seeing a lot of inactive user reporting issues. For me specifically this is due to Inactive Users not being assigned to their Group because they are inactive. I believe allowing inactive Users to show up in Groups will resolve this issue.
Currently this is expected behavior for Users that are Automatically assigned through Automatic Assignment Rules. The idea is to change that expected behavior.
