Expand user upload permissions to be toggled for additional role types

It would be helpful to be able to grant permission to other role types to upload users via .csv file as currently, it is only possible with full admin permissions. The only way for other role types to add new learners is to do so individually. There are several use cases that my organization has run into that integrations would not be an effective solution, but would be solved by allowing us to grant a different administrative role the ability to do this.
