Current system behaviour is that if an administrator enrolls a learner to an ILC (Instructure Lead Course) they overright maximum class limits (with an alert) and the learner is enrolled. However if a learner self enrolls they would be placed on the waitlist.
In a situation that an administrator wants to add a learner to the waitlist this is not possible without impersonating a learner and can not be done at scale.
The desired behavior would be that we had control from an administrator to add learners to the waitlist directly within the administrator permissions.

I am having that similar issue. We have more and more admins enrolling people from our various departments than self-enrollers. It would be great if we could add an "Add to Waitlist" button in the Course- or Session Approval screen. This way the instructor, course editor, or designated approver would have control of not just accepting or declining, but also moving them to a waitlist.
