Provide ability to view course progress via Admin portal when there is no course visibility

We have to provide our admins the ability to enroll users in courses, to empower them to manage their own employees enrollments and have control over it (versus just allowing self enrollment and we don't have the staff to handle all enrollments). However, we have numerous courses that we don't want admins to enroll users in because there is a cost associated/they have to buy it. We need to either force learner self enrollment or limit admin enrollment to a small group of sys admins. In order to do this, we have to set the course admin visibility to sys admins only; however, this means other admins can view progress on these courses for their learners. The ask is to separate the ability to SEE progress in LMS reports from seeing the course in the courses page (to enroll users or edit if you have permissions). To me, these are completely different needs - most admins want to see ALL progress on ALL courses in the LMS, but don't need to see the course for editing/enrollments.


It feels like this could be fixed by adding a setting on the course for reporting visibility, so we could have that on but course admin visibility still limited? Or adding a permissions in roles about reporting visibility even without enrollment. Open to other solutions, but this is really causing a lot of pain for us - we have to manually run reports for our separate customers and provide to them. Or admins have to impersonate each learner to see it via the learner experience which isn't scalable.


We can't use the manager experience because it's by person and not by dept (like admins) and you can only assign as person to a single manager.

    Adding on to this with a potential proposed solution:

    Create a toggle similar to what is in the template settings (see attachment) that shows inactive courses on transcript.

    Template idea: “Show data for all courses in reporting” and when toggled on admins can see data for users enrolled even if admin visibility rules are not available to them.

    Course toggle idea: Add a setting on the course itself that says “Show data for this course in reporting” and when toggled on Admins can see data in reports even if admin visibility rules are not available to them.
