Automate Manager and Admin Role Provisioning

I would like to automate assigning a specific admin role or a manager role to a user, based on a specific criteria, similar to how I can enable availability rules for courses and resources. For example, I would like to grant an admin or manager role to a user when they choose a specific Job Role (configured via a custom field) when creating their account via an enrollment key. Or, I can see it being useful to automatically provision an admin or manager role to a user when they are in a specific department (e.g., a user creates an account via an enrollment key for a specific parent department, and based on that parent department, they are granted an admin of that department and all its subdepartments).
