Allow ability to assign someone as delegate for a manager, adding their ability to mirror the manager dashboard. For example, we have managers with many employees, several levels deep and they have a training liaison who needs to monitor all assignments and completions for that area. The workaround is to create a group with the appropriate users and give that person reporter access but it doesn't allow an easy to view summary of the user data.
