I would suggest that the Observation Checklist lesson type can be used such that learners need to submit some responses or the step could be framed as yes/no and could be used to gate course progression. If this approach wouldn't work well for you could you share more about the use-case you are aiming to implement?
Agreed, having a self-reporting checklist for learners to keep track of the tasks they have completed without manager oversight required.
