Certificates: Option to NOT have a certificate revision affect previous completions

Currently, if I upload a new version of a certificate of completion in an ILC, it retroactively changes the certificates obtained by previous attendees because it is a dynamic field in the transcript. For instance, if I have a certificate of completion that contains signatures from an approving manager, and then that manager leaves, I want to be able to upload a revised certificate of completion containing the signature of the new approving manager, but not have that retroactively affect previous attendees' certificates in their transcripts....it should only affect NEW ILC completions.

    In addition, Have users uploaded certificates be connect to certificates and users transcript. Not in “course upload”

    We would also need this development, not because we must change the signature, but because the accreditation codes (financial security advisors) change when we renew a training accreditation. Furthermore, I would add the need to date the certificates, as an example:

    Completion from January 1, 2020 to June 13, 2022: Certificate A
    Completion from June 14, 2022 to December 8, 2022: Certificate B
    Completion from December 9, 2022 to February 3, 2023: Certificate C
